Was b.root-servers.net under attack on Mar 31?

B is often the weakest link of the 13. I have no idea whether it was
attacked or not but perturbations are common. Most of the time, noone
watches dnsmon so they go unnoticed but, on March 31st, every small
glitch was spotted...
