high performance open source DHCP solution?

220-ish per second sounds roughly like a 1-disk (or 2 mirrored disk)
IOPS problem, personally...

But any number of other things could be affecting it.

The number should be thousands if your disk / filesytem RAM cache /
server configuration aren't inadequate...
