Absolutely it can be hosted locally, we run the server software in our data center and our customers are clients who connect to it for backup.  In fact, the server software is free to download and install.

Code42, the makers, also run their own "hosted" version, which you may be seeing.  Make sure you're looking at Crashplan PRO, and not just Crashplan.

We considered Vembu early on as well, but opted for Crashplan instead.  It works quite well - the main downside against some of the others is it doesn't support application level backup - it's purely filesystem based.  Thus, you can't do things like backup individual Exchange accounts or SQL databases, which some people want.
