First of all, ND use is optional and, if ND is used, RA
must be used.

It means that, if RA is not used, ND can't be used.

Then, the only reasonable protocol for address resolution
is ARP.

That is a requirement by SLAAC because SLAAC has distributed
states, which can be inconsistent.

If RA is not used, there is no such requirement.
