Two suggestions:

1) http://robert.rsa3.com/traffic.html  (I haven't actually run this
myself, but it's description seems to fit the bill)
2) http://sourceforge.net/projects/iperf/ (iPerf in client mode can spew
UDP packets in configurable bursts)
