Level 3 Boston (Comcast NY) handoff packet loss since 11AM EST

Your problem looks very local to me (as in, between you and your CMTS).
Have you checked with your neighbors to see if they are having problems too?

Also, please don't send PNG attachments to mailing lists.  We are all
capable of reading ascii.
