No, he's saying that *NANOG COLLECTIVELY* do nothing.

On the other hand, if you're seeing attempted DDOS activity on YOUR network,
you're allowed to blackhole them without bothering to check if it's an RIAA
sponsored DDOS or if it's just another script kiddie....
