The RIPE LIR wg discussed the development of such a tool some months
back (+ at a recent tools BoF + on the RIPE ipmt-dev mailing list)

I would be cautious about handing your address-space management to
entry-level staff. It is more than a trivial bookkeeping function.
Institute an auditing/sanity-check process.
There's always QIP ($), if that suits your needs.
