Outage List

Most NSP's will let you subscribe to their outage lists if you are a peer.

There should be an outages list somewhere though.. a list that is
subscribed to all of the NSP outage lists..  it is a pain to sort though
all the Outages lists to see when to expect routing problems from
direct peers.
