I'd like to point out that 1 ns of latency equivalent to 1 ft of wire
(more-less), so 1 ms of latency is 190 miles of wire.

It is not a serious delay, when compared with typical thousand-mile
backbone links.

(1 ms is a _lot_ of time to route a packet).
